I have seen multiples success stories on how kids as young as 11 years old creating application and generated good pocket money by doing so. I have found tons of young application developer on the internet, one of them is featured on AsiaOne. Here's part of the article...
"NEW DELHI - Every day for an hour, brothers Shravan and Sanjay Kumaran have a brainstorming session on creating apps for phones and tablets.
But they do not fit the mould of your average IT entrepreneurs. They are schoolboys and that time each day is squeezed out between classes, homework and playing with friends.
When Shravan, 13, and Sanjay, 11, started a company last year, it was registered in their father's name as children under the age of 18 cannot register a company in India. The company, GoDimensions, launched its first free app created by the brothers in January last year.
Called Catch Me Cop, it is an adaptation of the classic police-and-thief game played by children all over India.

I have seen people who are almost sixty creating and developing application and they are still very passionate about what they are doing.
One of the most important takeaway from this post is that no matter who you are, where you are or who you think you are isn't important because is what your passion is going to drive you. If you have no passion for application then you might want to ask and find out what you are passionate about.
If you would like to know your passion, it's very simple. Just answer this question: If you have all the money you ever wanted, what would you do? There is no right or wrong, but follow your heart and passion. This is where you will find happiness within. Tony Robbins once said, “If you can't you must, and if you must you can.” So I hope everyone who is keen in programming an phone application, go for your dream.
